    Hi,

    It seems to me that your cart and checkout are customized and probably missing some woocommerce hooks where progress bar should be injected.

    Make a quick test with some default wp theme (ex. twentytwenty).
    If you use any plugins for cart/checkout customization, deactivate them and see if that was a problem.
