Protocol Relative URLs

I noticed this old thread from 2020:

My website is still generating the stylesheet using the anti-pattern of // rather than explicitly declaring https:

It shows as <link rel=’stylesheet’ id=’generate-fonts-css’ href=’//fonts.googleapis.com…..

How can I edit the GP theme files in order to declare the link explicitly, rather than with the protocol relative one?
