    When you upload a plugin to WordPress plugin repository, you make it publicly available. The GPL license enables anyone to reuse and/or redistribute the plugin (as long as they obey copyright and author credits).
    It looks like the “common-repository” is something someone created on Nov 2 2024, where they scraped 75000 projects and made them available on Github.

    That collection of repositories is not under the control of the WordPress project.
