Publication posts without permission

Hello,
The role of the author in the settings is to edit the entries made available as a draft. It is published after confirmation by the administrator.
Unfortunately, despite the limitations, the author may choose to “publish” and skip the verification process by Admin entry.
What’s the problem, I skipped setting are there any more?
