    How exactly should it work?

    SNAP works only from the admin panel. It has not end user interfaces. Pushover will require you to collect a “User key” from each user who would want to receive notifications from you. SNAP can’t do that.

    Pushover has Delivery Groups, like channels in Telegram. Using the API, you can “broadcast notifications to all users in this group”.
