Please make sure to enable the “Ignore general Privacy settings” for the header code in the Ad Parameters section so that the Privacy module does not block this particular code.
If the “Universal Tag” code is placed correctly in your website’s head section, the error “USP is not accessible” can also point to misconfiguration within the Quantcast settings itself.
Is the error message the same if you implement the code manually without Advanced Ads?

Yes, “Ignore general Privacy settings” was turned on.
When I integrate the Quantcast header code through Advanced Ads plugin, I get the following error:
“USP is not accessible checkIfUspIsready @ (index):298
When I integrate the Quantcast header code manually in the header, I get the following error (slightly different):

The number after the message points to the line of code where the error causing snippet is present on your website.
Since the message persists also while adding this without Advanced Ads I recommend double-checking the website and settings are correctly and reaching out to the plugin experts over there at Quantcast Choice as well.
If you can provide a screenshot of your settings and a link where I can see the error message, I’m curious to see if I can reproduce the behavior locally.
