Quantity Price fee doesn't work

Hello, thank’s for the great plugin.

It works fine but one thing. I need in some countries and regions two shipping prices depending on the amount is going to pay.

Let’s say, in France from 0€ to 150€ shipping costs 20€, and over 150€ costs 15€
So in the France zone, Delivery Fee #1 (EUR) i introduce: 0|20;150|15

And in the cart it takes always 15€ for shipping costs, for any amount.

Is there any bug or maybe i’m misunderstanding anything?
