I am trying to translate it into my local language, but when I try automatically via google translate API, it always translates to Cyrillic instead of Latin letters. We in Serbia have both letters in use. The second question is how to translate the website only for visitors, not the WordPress dashboard. I am not interested in the WP dashboard.

Google Translate provides only support for sr language code which is what Loco Translate sends to Google when you are editing sr_RS in WordPress. I tried sending sr-Latn to see if this subtag is supported, but it appears not. There are no other parameters that I can see that would force Latin script, but Loco Translate has no way to configure alternative scripts for the same language codes anyway, and neither does WordPress.

I note that the WordPress community translation project for Serbian is in Cyrillic.

I can’t offer you a solution for this.

Alright, thanks. I figured it out but thought that perhaps there is a solution. In this case, manual translation is the only solution and that takes time.
