I am engaged in converting [ redundant link removed ] so that it can sell .pdf and PowerPoint files. For this reason, I am converting the website to WordPress and am developing a custom theme which should replicate its format.

I have several static pages that describe my professional background and qualifications and these should remain as static pages. However, I am confused about how I create such a structure using WordPress.

Should I create a custom template for each static page containing the complete HTML for that page, and give each template a custom name that corresponds with the page title under the template hierarchy?

Also, if I create custom templates as described above, then how will I include internal hyperlinks from one static page to another?

`You don’t have to make it that complicated. A template in which you output the contents of pages is enough. You create these pages in the WordPress backend as such and enter the content there. The output runs then over the standard template defined by you. Any links between pages etc. WordPress takes care of for you.

Maybe it would be advantageous if you just look at how other themes are built. Take a look at TwenyTwentyOne for example.

However, you could also make it easier for yourself and take a ready theme whose style you customize. That would probably be the fastest way to achieve your goal.
