Quick question regarding Multisite installs

Hey there, I am looking to implement this plugin in our environment, but, how does it handle user access levels on different sites within the multisite.

example :

User A has admin rights on one subsite, but, only subscriber access on a different one. Do they need to login again to the subsite with admin permissions in order to work on it?
