I notice this case too after upgrading to 6.3.16.
After my hosting provider block my website (for the first time in 3 years).
After unblock my website, the quick scans are not running anymore.
Today, the wordfence live activity show “idle” status.
I’m waiting for a feedback from my hosting provider.

Please try “Exporting Wordfence Settings“, then deactivate the plugin with “Delete Wordfence tables and data on deactivation” option enabled, uninstall the plugin, re-install it again and import the settings. This should fix the problem if it was related to the plugin’s database tables.
