It is if you create your own playlist via the administration options. If you use a playlist built via YouTube then there is no option to play it back randomly.

Yes I am using my own playlist created via the admin, but I am using the widget, not the shortcode. How I can set up the random play in the widget?

Near the bottom of the widget is a field named “List Playback”. You can set that to “Play videos randomly”.
