Re-install = Not working

Re-installed WordPress to the root directory on my website.

When I’m on my home computer I get the default “Under Construction” page.

When I’m not at home or do a preview, I get this:

NOTE: Sorry, no posts match your criteria.

Or, if I select one of the posts, I can see it and all links other than “HOME” work.

How do I get this to work properly?
