I would not say it is “needed” but rather a request/feedback suggestion.
It’s been suggested before – seems like it would be subject to spamming and other game-playing (similar to Reviews) and end up making more work for mods :).
Something like a rating is always subjective…

It already has a lot of bullet holes in it but something like stackoverflow.com

Naw, I guess I am getting a bit off track. But Stackoverflow does have a reputation rating per user.
More or less like a button to press to say “This person was helpful”. As WPyogi pointed out, it opens the door to spamming then soon after the rating will mean nothing. It was just a thought (that I guess I did not think about to much)
