Recommend a Developer to write Plugin Extension

Hello.
I need to extend the functionality of this plugin to fit a particular use case.

In the Email Templates under “Reply Notification Email” and again under “Change Status Notification Email” there are radio buttons to select who should receive a copy.

There is an option for “Assigned Agents” but I want to add an additional radio button for the “Default Asignee” i.e. whoever is setup to receive the initial ticket as per the Categories tab.

Before I go fishing for a developer on UpWork could you advise:
a) Is there a suitable hook in the plugin that we could use to get started?
b) Can you recommend a developer who could tackle this task within the next six weeks?

I am happy to submit any work back to the original plugin makers so you can refactor it into a future update if you seek fit.
