Redirect Not Working

My question is that I set up a redirect from a web page so that members of a lower grade can’t access and they are taken to another page, however when they click on the page that should redirect them, they get a message only that the page doesn’t exist. Why would that happen if I set it to the member level needed, added the redirect and url needed.
