redirect options pages

Hi all,
I don’t have the redirect options pages.
I’m looking at the dashboard, and there is no redirect below the settings page as indicated in your screen shots!

This is a parked wordpress site on google.
could that be an issue?

I have disabled all plugins, and renabled and still no redirect options page.
