    Exactly what url your redirect to , if you visit /wp-admin/install.php path of your site , you will see it will notice about wordpress is already installed.

    Is your website hosted on ww.wp.xz.cn?

    Did you look at your permalinks settings?

    Have you spoken top your hosts about this problem? The fact that the issue disappears after 10 or more minutes suggests that this is a hosting issue – possibly a problem with a slow or unstable MySQL server. That’s an issue only your hosts can investigate and fix.
