Redirects not enabled upon creation

When deleting a custom post type post, a redirect to the homepage is successfully created, but it is disabled, so going to the page results in a 404. Upon enabling the redirect, it works as expected. I am not sure if this is the expected behavior or not, but ideally I do not have to instruct the client to enable the redirect every time they delete a post.
