reduce maximum width

Is there an option to reduce the max width of an image… e.g. lots of clients upload photos 5000 pixels wide, when there is really no need for that, an image 1400 pixels wide would be sufficient in most cases, so question is there an option to reduce the pixel size also for images that are over a specific pixel width?
