Yes, registration is allowed.
On the woocommerce page “My acount” where you can register everything works fine.

I made a complete uninstall and now it works 😉
Hmm… quite strange, but fine it solved itself.
It’s not displayed on my website, too. How can I fix this? What do you mean with “Is registration allowed for WooCommerce?”.
“Enable Registration on the “Checkout” page” is enabled.
And “Enable Registration on the “My Account” page” is also enabled.
But it’s still not displayed. I also made a complete uninstall, that didn’t help, neither.
Maybe someone can help me. I have Version 0.4.5 .
I also do not see the link to register.
Registration in WooCommerce is enabled.
