register_sidebar not working properly

Text widgets are gone. Have to go to internet archive to recreate widgets from old screen captures. When I replace the same text code ad before it doesn’t build the widget like it should. It used to create each widget as a list item but the

'before_widget' => '<li id="%1$s" class="widget %2$s">',
'after_widget'  => '</li>',

are not working anymore. Instead of list items, I just get whatever is entered into the text view of the widget editor.
