Registration form fails

I’m in test mode. Using Stripe Payment plugin also. Each time I do a test I delete all users as well as all orders from the Stripe Payment plugin.
Payment seems to work fine and the email is sent with link to registration form. When I fill out the form it fails (flashes for a hundreth of a second a message that the email address is already in use). When I enter a different email address it works just fine.
Given that I delete all email addresses before testing again how could there be a conflict? The email entered during the payment process shows up as an Order in SPP and as an incomplete registration in SM.
