Have you tried disabling all of the site’s plugins? After doing that, only add Jetpack, and see how the related posts are working and note any changes.
You’ve already tried out a default theme with no change, so I am thinking you’ve got another plugin running interference.

Disabled all other plugins and reinstalled Jetpack. Related posts still isn’t working.

I’ve also done an debug check of my site on WordPress.com, and all looks fine there.
And checked the XML-RPC

The Related Posts section is loading on your site, but it’s not finding any related posts to show.
It appears your site was previously connected to Jetpack, then disconnected for some time before you reconnected it three days ago. Currently your site only contains posts published since 18 December.
However, our index for related posts on your site has results for posts older than that, but that no longer exists on your site. It looks like this is confusing things.
We’ve forced a new sync of data on your site, but related posts are cached so it can take up to 12 hours for this to update, and you also might not see a change before you publish a new post. So please give it some time, and then publish a new post and check if related posts start showing for that new post.

I checked your site again, and I can see related posts on your site now, so looks like everything is now working as it should.
