I’m using Related Posts on my GERMAN/english Website (WPML). Under the German post it Displays English and German related proposals. How can I get the two languages separated in the Related Posts?

You can use the jetpack_relatedposts_filter_hits filter to customize the list of Related Posts appearing under each post on your site, as explained here:

WPML allows you to use the ICL_LANGUAGE_CODE to check a post’s language:
https://wpml.org/forums/topic/check-what-language-is-active/

You should consequently be able to check the post language, and then remove all post IDs that do not belong to that language.
