It sounds like you’re doing things correctly. You’ll also need to setup a feed for each tier’s quantity limit.
Is there a link where I can see the form in action?
Yes, http://starshipeden.com/ on the right hand side. The global password is: EliteCrew

The quantity field you’re using is incorrect. It can’t be a separate field, it needs to be the quantity field that gets attached to the product price. I believe there is a ‘disable quantity field’ option on the product field you should uncheck. In order for the plugin to work correctly, you’ll need to use this quantity field.
Actually, I did uncheck the ‘disable quantity field’ box.
The challenge with the qty field associated with the product is that I have no way of limiting entry quantity. People can only buy up to 2 tickets, and if I use the gravity forms native qty extension that default overrides when ‘disable quantity field’ is de-selected and provides more options, seems like your plugin should work with that. As least intuitively …
Is it not currently coded to do that? Is it a challenging thing to release in an update? Would make the plugin much more powerful if it worked with GF native conditional logic on quantity inputs.

Currently it’s only coded to use the associated quantity inputs.
I agree that it would be better to have the ability to use the other quantities as well, however, the original setup for this was to keep things simple for a client. Due to my time constraints, the plugin hasn’t evolved much past that.
Big bummer – do you think you’ll ever fix it? Not having conditional logic on the quantity fields makes it significantly weaker.
I like how everything works … except this big limitation. For now we will update manually but wish we could get it working automatically.

At this time I do not have plans to update the plugin to those specifications.
However, I’m happy to accept any pull requests if someone would like to fork the code via Github: https://github.com/bhays/gravity-forms-quantity-limits
