Remove banner for non-admin users

    The backend admin screen loads the Premmerce menu link and banner for users that can’t edit other’s posts. The menu link doesn’t work, and says they don’t have access. I managed to remove it with remove_menu_page function. I’d also like to remove the banner from the posts screen for users that can’t can’t edit other’s posts. I know they can dismiss it by clicking the x, but it might be confusing if they don’t understand what it is. Is it possible to do this?
