Remove Blank Style

the only reason the style is enqueued is so that the inline styles can be attached to it.
If you want you can change the stylesheet in which the inline styles will be added – and in that case the blank file will not be enqueued.
something like this should work:

add_filter( 'kirki_my_config_stylesheet', function( $handle ) {
    return 'my_theme_handle';
} );
