Remove Block Title

Is there a way I can Remove the Blocks TITLE from the page?
Can I edit the CSS or PHP CODE?

Is there a way I can Change the Blocks TITLE text colour?
I cannot find the CSS tag to edit … is it relying on some other CSS tag?
At the moment it is a Dark Grey and all my sites css is Black.
