Maybe this plugin is a helpful solution, activate this for all sites in the network and the comments are global done.

The plugin have a lot of functions to remove the comments in all topics. What will you start from your functions.php? What is your goal?
I’d like to remove “Manage Comments” in the admin bar menu.

delete the file inc/autoload/class-admin-bar-tweaks.php in the folder of the plugin, currently the onliest way.
