have you checked the comments setings for the individual pages – ‘discussion’ field below the page editor?
if this does not show, click ‘screen options’ near the top right, and tick ‘discussion’ ;
that should give you the ‘discussion’ field below the page editor, where you can check and tick the comment options.

On some of my pages the comment box is still showing even though I have unchecked “comments” and “discussion” in the screen Options drop-down menu.
What’s the deal with that. It’s only showing up on some pages
