Hi, is it possible for other users such as admins, editor, seo editor etc.. to have the ability to delete simple history from the WordPress website?

According to https://ww.wp.xz.cn/support/article/roles-and-capabilities/#capability-vs-role-table only admins (or super admins) can delete plugins, so I would say “no” if your WordPress installation is not modified in any way.
