We have checked the reports on our end, however, it is displaying the date correctly even with different timezone and date-time format. Could you let us know what is the timezone and date-time saved on your setup?
Also if you have access to your database then can you check for a table {wp_prefix}}ig_actions and let us know if there are timestamps stored in created_at and updated_at columns?

I would like to inform that we have fixed this issue and it will be incorporated in the next release of Email Subscribers i.e. 4.6.13
