Repository Down?

Trying to update my plugins for WP 4.0 but the repository has been inaccessible for me since yesterday. I get this message:

Unable to connect to repository at URL ‘https://ww.wp.xz.cn/plugins/my-plugin’. Repository moved temporarily to ‘https://ww.wp.xz.cn/plugins/my-plugin’. Please relocate.

I thought it might have been Tortoise, so I spent a good half an hour installing the latest version of that. Still no joy.

SVN down for anybody else?
