Require User Address for Shipping Method

Is there a way to require a shipping address from the user before the custom shipping method is returned? We have a USPS method that defaults above the custom shipping methods we created. However, because the USPS method requires an address, it doesn’t get returned as a shipping method for logged out until they add an address on checkout.

Since the custom methods get returned before the address it added, Woocommerce auto-selects the custom method before the USPS is loaded.
