I am a little confused. I have a self-hosted blog at ww.wp.xz.cn. Can I use Jetpack for it? I thought I could but it keeps asking me for a connection to wordpress.com and I don’t have a blog there.

Yep, you need an account there (you don’t need a blog there though). Info here
