Resave Permalinks

I want to use this plugin to move WordPress out of a /blog directory to the root directory. Currently the permalinks are set as this:

http://www.domainanme.com/blog/2014/05/24/sample-post/

Once I move it to the root directory and click the Resave Permalinks, what happens exactly?

Does the .htaccess file create a redirect from the /blog to just /?
