I’m afraid no. There is no process that cleans the data upon uninstalling.

I think you have 2 options:

1) Go directly to the database (phpMyAdmin) or similar, look for the post_meta table and either delete or change the values for the _thumbs_rating_up or _thumbs_rating_down columns.

2) I think there are plugins out there that will allow you to edit the a post metadata from the editor page.
