Responsive element not working

My site is not being responsive to Apple or Android products. The site is http://omgjoinforfree.com/

I have the snowblind theme installed, and have uninstalled and reinstalled, but all for not.

Is there something that I am missing? And are the responsive themes compatible with all tablet and smart phones?
