Responsive plugin ?

Hello,

I’ve read that there are plugins wich can makes your site responsive.
Is that as effective as a responsive theme?

Can I choose a theme wich is not responsive and install that kind of plugin?
Or do i have to definitely use a responsive theme and eliminate those wich are not responsive?
