Responsive PSD

I want to dive into the isue of reponsive design.
I have a questions:
I know in general the proces of converting a theme into responsive design but is there a “responsive psd” mockup by definition(in the stage of psd file) or its always me, as a programmer should convert the html/css/Wordpress code into responsive behavior?
