Rest API error, please help

Dear all,
I am having issues with my WordPress site, whatever I press on the site, it shows “cURL error 28: Connection timed out after 10012 milliseconds”
I read it could be a memory problem, so I added a code to increase the memory in wp-config.
I also deactivated all the plugins, reset the SSL and all I read but to no avail.
I have run out of options and Godaddy said the problem isn’t theirs.
Can someone help me, please?
