We’re limiting viewing access to the website via White List to a set of IPs and ranges. Is it possible to restrict access and apply hardening configuration like stopping user enumeration, disabling xml-rpc.php to everyone who can view that’s not a WP admin.

If you’re asking about a user with WordPress administrator privileges, there is no such feature. To fine-tune those hardenings, you can use the IP-based access lists: https://wpcerber.com/using-ip-access-lists-to-protect-wordpress/
