Restrict category edit by user/role

Is it possible to restrict individual category editing by user/role?

http://www.site.com/wp-admin/term.php?taxonomy=category&tag_ID=<ID>&post_type=post

I would like a foo user to only publish in the “bar” category, but also to EDIT that category “bar” (title, description, and other fields) listed at http://www.site.com/wp-admin/edit-tags.php?taxonomy=category

¿Is posible with URE Pro version? How would it be done?
