Restrict widget access for different users?

Can I restrict only pages or posts – only either HIDE or SHOW?
WHat if I want a widget to be seen by everyone BUT the action will differ?
So, for example a widget on the website and a guest cannot click on it or maybe a popup appears telling the guest he needs to upgrade first?
Whereas a paying member can click on the widget and proceed – normal action as expected.

Is it possible to limit acces like this with your plugin? or only the superficial hide or show?
