Reuable blocks

    Hi,
    New user here so I hope you can help.
    Is it possible to allow a user profile to insert reusable blocks into a post but not be able to edit it? Because any amendment to a reusable block would be site wide, I’d like a role that removes this risk.
    How can I allow user to edit the URL of a post they have permission to edit/create?
