Hello everyone. I have the same issue, but I think this is an issue of Lighthouse itself.
I’ve checked many websites and always see the same warning.

And all those websites that I checked have a valid robots.txt file. At least they have a robots.txt file that I can see with a browser.

It appears that Lighthouse has already applied a fix for this. So, I consider this matter closed.
However, please let me know if you (anyone) are still finding issues with the robots.txt output, and I’ll take another look.
