Rotating Tweets: Twitter API settings

After creating a new Project and App within Twitter, which I couldn’t find any documentation as to if I’m actually setting it up correctly, I get the following error on the top of the page.
Error message received from Twitter: You currently have access to a subset of Twitter API v2 endpoints and limited v1.1 endpoints (e.g. media post, oauth) only. If you need access to this endpoint, you may need a different access level. You can learn more here: https://developer.twitter.com/en/portal/product. Please check your API key, secret, token and secret token on the Twitter website.
Any ideas to what I’m supposed to do next?

Twitter changed their API price plan at June 15, 2023. This plugin and similar plugins are no longer available. Or, you could use this with Basic Plan ( USD 100/mo).
