Just to be sure: You are clicking/dragging the row number on the left of the row?
If that’s not working, I assume that some other plugin is interfering here by adding its own JavaScript code on the “Edit” screen of TablePress — which is very bad.
Can you therefore try again after temporarily deactivating all other plugins besides TablePress?

I deactivated all plugin except tablepress and still the drag and drop doesn’t work.

ok, I was now able to take a look and I fixed the issue.
The problem basically is that your theme is written in a rather bad way: It’s adding some JavaScript libraries on all pages in the admin area instead of just on the screen where it needs it.
I slightly modified your theme now, so that it does only load those on its own screen and thus does not break the admin screen of TablePress.
Moving rows and columns should work fine now. 🙂
