You can’t edit meta tags inside the theme settings – you’ll need a plugin for that.

I am not trying to “edit meta tags inside the theme settings,” I am trying to place in H1 Meta tag on the Rowing Theme I am using for my WordPress Page.
You can insert headings anywhere on individual pages and posts, but if you want to modify the markup of the other templates, you’ll need to edit the code in the theme (preferably in a child theme, so your changes don’t get overwritten when the theme is updated).

Your homepage still doesn’t have an H1 heading. Since you are using the blog page as your homepage.
You can get in touch with your theme’s support as they will be able to help you edit the theme template files and add an H1 heading to your blog page.
WordPress Support:
You still need to set the page you created and added the H1 tag to as your homepage
I am a complete novice at all of this.
If you could kindly provide step-by-step instructions on how to resolve this issue I would be most appreciative.
I am currently using and enjoy the Rowling Theme.
It is beyond my scope of knowledge how to “edit the code” but if you will provide instructions in terms a layperson can understand I will attempt to do so.
